Overview

Closed Circuit Television (CCTV) is a core layer of security at stations which can be monitored live allowing station staff and ARL control, to see what is happening in key areas of the station. When staff are monitoring customer movements via this equipment or conducting physical patrols of the station, it aids a rapid response should anything out of the ordinary be spotted. In the interest of safety and security, staff should consistently be demonstrating great vigilance as part of their normal duties.
In the event that the CCTV on site fails and there is no visibility available, additional staff may be booked to carry out various duties to mitigate this as a safe system of work. In carrying out these duties, the safety of our staff and customers is paramount.

How

Appointed staff will be tasked with mitigating the absence of CCTV at the station which includes but is not limited to:

  • Ensuring maximum visibility on the platforms - (When conducting CCTV duties, you must wear a high visibility vest)
  • Frequent patrols of all station areas must be conducted as a mitigation for the failed CCTV coverage.
  • Ensure safety of customers and staff alike, remaining vigilant to avoid any accidents or security related incidents.
  • To conduct regular security checks applying the HOT and WHAT protocols.
  • Use agreed contact method at station (radios if applicable or station phone) to maintain contact with other station staff alerting them to any potential incidents.
  • At intervals of no greater than 30 minutes, staff must have face-to-face contact with the other members of staff at the station to check in.
  • To ensure that the security check register is updated with initials hourly to confirm that all areas have been checked and are safe.
  • Provide general customer service.
  • Reporting any crimes or incidents to the police.
  • Alerting station staff if there is an accident and ensuring that this is reported via the correct channels.

HOT Protocol

The HOT Protocol pertains to unattended items:

If an unattended item is found the HOT Protocol must be used to ascertain whether the item could cause harm to any person. The following actions must be taken:

  • If the item is found to be not suspicious and clear – place it in lost property
  • If after using HOT, the item is still deemed to be suspicious then staff should immediately call 999, and remove themselves and passengers from the are and advise the incident response controller. Staff will then be guided by police on what to do next.
  • Never put anyone at risk by moving an un-checked bag or item.

If staff see anyone acting suspiciously whilst carrying out their duties, then they should report it to the police via one of the below methods:

  • By phone: 999 for Urgent emergency, 0300 123 9102 for Active Rail Emergency, 0300 123 2211 for Non-active Report
  • By texting 61016
  • By email: first_contact@btp.pnn.police.uk

Staff can also use the emergency button on the help points at the station as a method of raising an alarm. Upon pressing the button, they will be connected directly to ARL Control and able to report what the emergency is.
