MORE THAN JUST A BLOCKADE?

During the recent blockade at Chingford, our Infrastructure Project Management (IFPM) team completed several key projects, including the Daggerboard Replacement Project at Clapton, Walthamstow Central, and Chingford stations. More than replacing old boards with new ones, it required precise coordination among multiple teams from different organisations. Exchange Extra spoke with project manager, Peter Cumlin, to gain insight into the magnitude of this achievement.

3-Ways RCS, ARL's Framework Contractor, set a new standard of excellence throughout the project. Their commitment to quality was evident when they brought bespoke carpenters to address unforeseen manufacturing issues. "I only discovered during site spot checks that 3-Ways had brought in bespoke carpenters to resolve discrepancies," said Peter. "Their performance was truly outstanding!"

While the task itself—removing and installing daggerboards—was straightforward, managing the broader project within a live blockade was a significant challenge. "The works themselves were simplistic, but managing the Blockade Projects programme was anything but," Peter explained. "With numerous organisations and 68 separate contractors to coordinate, ensuring seamless operations was a major accomplishment. Working within a live blockade is extremely challenging. You need to be flexible and reactive to overcome any issues presented. Time is not on your side—that's where good planning comes in."

This success was made possible by the unwavering support of key players. ARL procurement, which secured 3-Ways RCS and FM contractor Carlisle, was crucial in ensuring these suppliers worked seamlessly under challenging conditions. Special thanks go to ARL's Sofena Choudhry, Steve Moran, Emma Shell, and David Molan for their steadfast support and effective management.

A special mention is due to Simone Gordon and Dujon Toussaint, whose quick action in coordinating the closure of a busy station entrance within 24 hours allowed planned works to continue smoothly. Their efforts ensured that safety measures were promptly implemented and communicated effectively.

As we move forward, the lessons learned from this complex operation will undoubtedly serve as a blueprint for future projects, demonstrating the team's ability to navigate excellently, even in the most challenging situations.
