Section 12 Compliance

Operational Readiness

Overview

London Overground is operated by Arriva Rail London (ARL) on behalf of Transport for London (TfL) under a concession agreement. ARL manage over 80 train stations across 12 different routes and are obligated to ensure that each station remains staffed from first to last train service. Our staffing model has been devised to meet our contractual obligations, customer experience provisions, industry regulation, and best-practice.

Compliance

The Fire Precautions (Sub-surface Railway Stations) (England) Regulations 2009 applies to 5 ARL stations located on the Windrush Line Core route; Dalston Junction (DLJ), Shoreditch High Street (SDC), Shadwell (SDE), Wapping (WPE), and Rotherhithe (ROE). This regulation is a legal requirement, and it stipulates that sub-surface stations must be supervised by a minimum of two members of staff whilst open to customers;

10. (2) The periods of duty of members of staff must be so arranged as to secure that not less than two of them are present on duty in the premises at all times when members of the public have access to the premises. www.legislation.gov.uk/uksi/2009/782/made

Expectations

When rostered to work at any of these sub-surface stations, staff must not open, or keep them operational to customers unless another member of competent staff is present. In rare circumstances, an additional member of staff may arrive by a designated train but must be confirmed as physically on the premises before customers are allowed to enter.

With the above in mind, your punctuality and communication is vital to supporting your team and our customers. Please ensure that you take the appropriate measures to arrive for your rostered duty on time.

Additional Support

If you require any further advice or assistance on this matter, then please contact a member of the station management team, or your agency supervisor. The Station Incident Handbook 20.47 has some useful information regarding the steps that you should take for various scenarios that can occur when working within the station environment.
The details of the on-duty Service Delivery Manager can be found on the London Overground Control Centre Daily Briefing.
